Move agent instruction files between tools. Use when the user mentions .cursorrules, .cursor/rules, AGENTS.md, CLAUDE.md, copilot-instructions, .windsurfrules, Cline rules, Aider conventions, or says they are switching from Cursor, Copilot, Windsurf, Cline or Codex to Claude Code, or wants one rules file that works across several agents. Also use when rules exist in more than one format and have drifted apart.
Installs into .claude/skills of the current project.

# Rules migration
Teams do not use one agent. They use Cursor and Claude Code, or Copilot at work
and Claude Code at home, and the instructions drift into three files that
disagree. "Support AGENTS.md" is the most reacted issue in the Claude Code
tracker, which is the size of this problem stated plainly.
This skill converts between the formats and, more importantly, keeps one source
of truth instead of three copies.
## The formats
| Tool | File | Notes |
| --- | --- | --- |
| Claude Code | `CLAUDE.md`, `.claude/rules/*.md` | also reads `AGENTS.md` in recent versions |
| Cursor (new) | `.cursor/rules/*.mdc` | MDC frontmatter: `description`, `globs`, `alwaysApply` |
| Cursor (old) | `.cursorrules` | single file, deprecated but everywhere |
| GitHub Copilot | `.github/copilot-instructions.md` | single file |
| Windsurf | `.windsurfrules` | single file |
| Cline | `.clinerules` | single file or directory |
| Aider | `CONVENTIONS.md` | referenced from config, not auto-loaded |
| Codex and others | `AGENTS.md` | the closest thing to a shared standard |
## Convert
```bash
node "${CLAUDE_PLUGIN_ROOT}/skills/rules-migrate/scripts/rules-convert.mjs" . --to=claude
```
`--to` accepts `claude`, `agents`, `cursor`, `copilot`, `windsurf`, `cline`.
Add `--write` to write files, otherwise it prints what it would do. `--list`
shows every rules file it can find and whether they have drifted.
Read `references/formats.md` for the details of each format, including the MDC
frontmatter fields that have no equivalent elsewhere.
## What survives conversion and what does not
**Survives:** prose instructions, code style rules, commands, architecture
notes, do and do-not lists. This is the bulk of every rules file.
**Does not survive automatically, and you must tell the user:**
- **Cursor `globs`.** MDC rules can apply only to matching files. `CLAUDE.md` is
global. When flattening, the glob becomes a written condition ("When editing
`*.test.ts`: ..."), which is weaker but honest. Claude Code's
`.claude/rules/` with path scoping is the closer target.
- **Cursor `alwaysApply: false`.** A rule the model pulls in on demand has no
direct equivalent in a single flat file. Either promote it to always-on or
move it into a skill, which is what on-demand loading actually is.
- **`@file` references** in Cursor rules. Resolve them or the instruction points
at nothing.
- **Tool-specific syntax.** Anything naming Cursor's Composer or Copilot's chat
participants is meaningless elsewhere. Rewrite or drop it.
Never silently drop a rule. If it cannot be represented, say so in the report and
leave it in a clearly marked section at the end of the output file.
## Recommended target
If the team uses more than one agent, make `AGENTS.md` the source of truth and
have every other file be a one line pointer to it:
```markdown
See [AGENTS.md](./AGENTS.md).
```
Claude Code, Codex and a growing set of tools read `AGENTS.md` directly. Cursor
and Copilot do not yet, so those get the pointer file. One file to edit, no
drift.
If the team uses only Claude Code, `CLAUDE.md` is fine and the pointer is
unnecessary.
## Size
Instruction adherence degrades as the file grows, and the practical guidance is
to keep it short. If the merged file is over roughly 200 lines, split it: keep
the always-true rules in the main file and move the situational ones into
skills, which load only when relevant.
When you convert, report the line count and say plainly if it is too long.
## Drift
When several formats exist, do not merge blindly. Diff them first, show the user
where they disagree, and let them choose. Two files that both say something
about testing but disagree about the framework is exactly the case where a silent
merge produces a rules file that is wrong in a new way.
