# Community Conservation Action
## When to Use
**Use this skill when:**
- User asks about starting a community environmental project
- User wants to organize a neighborhood cleanup, tree planting, or conservation event
- User asks about planning a community garden or shared green space
- User wants to build a coalition around a local environmental issue
- User asks about measuring community environmental impact
- User mentions wanting to make a difference beyond personal sustainability
**Do NOT use when:**
- User asks about lobbying or political campaign strategy
- User needs large-scale nonprofit management or 501(c)(3) formation
- User wants environmental policy analysis (use `environmental-policy-researcher`)
- User wants individual personal sustainability actions (use other sustainability skills)
- User needs corporate sustainability program design
## Process
1. **Identify the community project context.** Ask the user for:
- Environmental concern: what issue motivates the project (litter, water quality, tree canopy, food access, energy, air quality, habitat)
- Geographic scope: neighborhood, school, workplace, town, county
- Existing community: does the user already have a group interested, or are they starting from scratch
- Available resources: volunteer time, budget (if any), existing partnerships, physical space
- Timeline: one-time event, short-term project (1-3 months), or ongoing initiative
- Target audience: who they want to involve and serve
2. **Define the project goal using the SMART framework.** Help the user set a specific, measurable goal:
- **Specific:** What exactly will be accomplished? (Not "clean up the environment" but "remove litter from the 2-mile stretch of [River Name] bank")
- **Measurable:** How will success be measured? (Number of bags of trash collected, trees planted, participants engaged, lbs of waste diverted)
- **Achievable:** Is this realistic with available resources? (5 volunteers can clean 1 mile of riverbank in 4 hours; do not promise to clean the entire watershed)
- **Relevant:** Does this address the identified concern in a meaningful way?
- **Time-bound:** When will it be done? (Saturday, March 15, 9 AM - 1 PM)
3. **Identify and engage stakeholders.** Map the people and organizations relevant to the project:
**Primary stakeholders (directly involved):**
- Project volunteers: individuals who will do the work
- Community members affected by the project area
- Property owners or land managers of the project site
**Supporting stakeholders (can provide resources or legitimacy):**
- Local government: parks department, environmental services, city council office
- Schools and universities: student volunteer groups, environmental clubs
- Businesses: sponsorship, supplies, venue, publicity
- Existing environmental organizations: may provide equipment, expertise, or partnership
- Faith communities: often have volunteer infrastructure and meeting space
- Media: local news coverage increases visibility and future participation
**For each stakeholder, identify:**
- What they can contribute (volunteers, funding, expertise, equipment, venue, publicity)
- What they need from the project (visibility, community goodwill, educational outcomes, regulatory compliance)
- How to approach them (email, phone, in-person, through a mutual contact)
4. **Build the project plan.** Structure the plan by phase:
**Phase 1: Foundation (2-4 weeks before event)**
- Finalize the SMART goal
- Secure the site (permissions, access, permits if needed)
- Identify core team (3-5 people who will help organize)
- Create a budget (even if $0 -- identify what is needed and what costs)
- Reach out to supporting stakeholders for resources
**Phase 2: Promotion (2-3 weeks before event)**
- Create a one-page description (what, when, where, why, what to bring)
- Recruit volunteers through: community boards, social media, school announcements, neighborhood groups, partner organizations
- Set a volunteer target (realistic for the project scope)
- Confirm logistics: supplies, transportation, water/snacks, first aid, waste disposal
**Phase 3: Execution (event day)**
- Arrive early to set up (1 hour before start)
- Welcome volunteers: brief orientation (5-10 minutes) covering the goal, safety, tasks, and what success looks like

- Community engagement level (new sign-ups for future events, social media reach)
- **Long-term indicators (if recurring):**
- Is the area cleaner on follow-up visits?
- Has community awareness changed?
- Are new volunteers joining?
- Is the local government more supportive?
6. **Address common challenges proactively:**
- **Low turnout:** Have a plan that works with 5 volunteers, not just with 50. Underpromise and overdeliver. The first event is about building a track record, not changing the world.
- **Weather:** Have a rain date. Communicate the decision point (e.g., "We will decide by 7 AM on event morning and post on our group page").
- **Permits and permissions:** Always get written permission before working on public or private land. Contact the parks department or property owner 3+ weeks in advance.
- **Safety:** Provide gloves, bags, and grabbers for cleanup events. Have a first aid kit. Identify the nearest medical facility. Brief volunteers on hazards (broken glass, poison ivy, uneven terrain, heat, traffic).
- **Sustainability of the project:** One-time events have value but recurring projects have more impact. Plan from the start to make it easy to repeat (document everything, create templates, build a contact list).

## Rules
1. NEVER recommend actions that require working on private or public land without explicit permission from the property owner or managing agency
2. ALWAYS include a safety plan in every community project: first aid, hazard briefing, emergency contacts
3. Project goals must be SMART: specific, measurable, achievable, relevant, and time-bound
4. Impact measurement must be defined before the event, not after -- you cannot measure what you did not plan to track
5. Never advocate for or against policy positions within the community project plan -- conservation action is about doing, not lobbying
6. Volunteer expectations must be realistic: a 4-hour event is the maximum for community volunteers without extensive logistics
7. Budget plans must include $0 options -- many impactful projects can be executed with donated materials and volunteer labor
8. ALWAYS include a follow-up phase -- events without follow-up lose their community-building value
9. First events should be scoped conservatively: it is better to succeed small than fail big
10. Documentation (photos, metrics, testimonials) is required for every event -- it enables future recruitment, stakeholder relationships, and impact demonstration
## Edge Cases
- **User has no existing community group and is starting alone:** Start with a one-person action (solo cleanup of a small area) and document it publicly. Share results on community boards and social media. This builds credibility and attracts others. Invite 2-3 people to join the second outing. Scaling up comes after establishing a track record. Most successful community groups started with 1-3 motivated individuals.
- **User wants to take on a large-scale issue (e.g., restoring a local watershed):** Scope the first project as one achievable piece of the larger goal. A watershed restoration starts with one section of riverbank cleanup or one stormwater garden installation. Present the first project as "Phase 1 of a larger vision" to stakeholders, which demonstrates ambition while delivering on an achievable near-term goal.
- **User faces opposition from neighbors or property owners:** Listen to their concerns. Common concerns: property values, noise, liability, changes to the character of the area. Address concerns directly with evidence from similar projects. Offer to include opponents in the planning process (participation often converts opponents). If opposition is strong, find an alternative site rather than forcing the issue.
- **User has no budget:** Most community conservation projects can be executed with $0-50. Supplies can be donated by local businesses (bags, gloves, refreshments). Meeting space can be donated by libraries, schools, or community centers. Social media provides free promotion. The user's primary resource is time and organizational energy, not money.
- **User is a student organizing a school or campus project:** Schools often have existing environmental clubs, community service requirements, and faculty advisors who can provide structure. The project plan should align with school calendar and policies. Administration approval is the equivalent of permits for community projects. Student projects benefit from built-in recruitment (classmates) but face constraints on timing (school year) and budget.
