# Completion Evaluator

A technology-agnostic skill for evaluating deliverables against acceptance criteria and achievement indicators.

## Core Purpose

Provide objective, evidence-based evaluation of deliverables to determine:
- Whether acceptance criteria are met
- Pass/fail verdicts with justification
- Specific feedback for improvements
- Next action recommendations
