# Fact-Check Review

Use when an editor needs independent confidence that a draft's factual claims have been checked appropriately.

## Procedure
1. Identify high-consequence claims, current facts, statistics, quotes, causal statements, named entities, product capabilities, laws, studies, and historical assertions.
2. Inspect the source trail and confirm important claims rely on primary or appropriately authoritative evidence where available.
3. Check that each source supports the exact wording and scope rather than a narrower or differently qualified claim.
4. Verify dates, versions, geography, population, units, methodology, and whether current claims were checked recently enough for publication.
5. Review quotes and paraphrases in context for altered meaning or omitted qualifiers.
6. Look for unsupported connective language where accurate individual facts have been assembled into an unproven causal or strategic conclusion.
7. Ensure estimates, predictions, inference, and opinion are labeled proportionally and contradictory credible evidence is represented where material.
8. Return blocking factual issues separately from citation-style cleanup and recheck corrected claims before approval.

## Decision rules
- Fact-check review evaluates evidence quality, not merely whether citations exist.
- Current-status claims should be reverified near publication.
- Accurate facts can still create an unsupported overall conclusion.
- Blocking findings should identify the claim and evidence problem precisely.

## Quality gate
The review passes when consequential claims trace to evidence that supports their exact scope, quotes retain context, time-sensitive facts are current, inference is labeled, material contradictions are addressed, and no unresolved factual issue remains hidden inside editorial polish.
