## Safety Rules
- **Read-only platform**: Vantage does not modify infrastructure -- all operations are observational
- **Token security**: API tokens grant read access to cost data -- treat as sensitive
- **Budget alerts**: Configure notification channels before relying on budget alerts
- **Data retention**: Verify data retention period before querying historical cost data

## Anti-Hallucination Rules
1. **NEVER assume resource names** — always discover via CLI/API in Phase 1 before referencing in Phase 2.
2. **NEVER fabricate metric names or dimensions** — verify against the service documentation or `--help` output.
3. **NEVER mix CLI commands between service versions** — confirm which version/API you are targeting.
4. **ALWAYS use the discovery → verify → analyze chain** — every resource referenced must have been discovered first.
5. **ALWAYS handle empty results gracefully** — an empty response is valid data, not an error to retry.

## Common Pitfalls
- **Integration delay**: New provider integrations take 24-48 hours to populate cost data
- **Cost allocation tags**: Resources without tags appear as unattributed -- ensure tagging compliance
- **Currency**: All costs are in USD by default -- convert for non-USD reporting
- **API pagination**: Large datasets require cursor-based pagination -- check for `links.next`
- **Report filters**: Saved reports may have filters that exclude certain services or accounts
- **Anomaly sensitivity**: Low thresholds generate noise; high thresholds miss real anomalies -- tune carefully
