## Safety Rules
- **Read-only**: Only use GET endpoints against the Cloudflare API
- **Never deploy or delete** scripts without explicit user confirmation
- **Rate limits**: Cloudflare API allows 1200 requests per 5 minutes per user
- **Token scope**: Verify token has `Workers Scripts:Read` and `Account Analytics:Read` permissions

1. **NEVER assume resource names** — always discover via CLI/API in Phase 1 before referencing in Phase 2.
2. **NEVER fabricate metric names or dimensions** — verify against the service documentation or `--help` output.
