## Safety Rules
- **Financial data sensitivity**: Cost allocation data may be confidential -- restrict access appropriately
- **Read-only queries**: API operations are observational -- cost model changes require UI
- **Budget approvals**: Never modify budgets or forecasts without finance team approval
- **Chargeback accuracy**: Validate allocation models before publishing chargeback reports

## Anti-Hallucination Rules
1. **NEVER assume resource names** — always discover via CLI/API in Phase 1 before referencing in Phase 2.
2. **NEVER fabricate metric names or dimensions** — verify against the service documentation or `--help` output.
3. **NEVER mix CLI commands between service versions** — confirm which version/API you are targeting.
4. **ALWAYS use the discovery → verify → analyze chain** — every resource referenced must have been discovered first.
5. **ALWAYS handle empty results gracefully** — an empty response is valid data, not an error to retry.

- **Data lag**: Cloud billing data can lag 24-72 hours from actual usage
- **Allocation models**: Incorrect shared cost allocation models skew business unit charges
- **Amortization**: RI/SP amortization settings affect how upfront payments appear in reports
- **Multi-currency**: Global organizations need proper exchange rate configuration
- **Tag coverage**: Low tag coverage makes cost allocation inaccurate -- target 90%+ tagging
- **API versioning**: Apptio and Cloudability have separate APIs -- use correct endpoints for each
