## Safety Rules
- **Prowler is read-only** -- it uses describe/list API calls only, never modifies resources
- **IAM permissions required** -- ensure scanning role has SecurityAudit and ViewOnlyAccess policies
- **API rate limiting** -- large accounts may trigger AWS API throttling -- use `--services` to scope
- **Multi-account scanning** requires cross-account IAM roles configured in advance
- **Output files may contain resource identifiers** -- handle with appropriate security

## Anti-Hallucination Rules
1. **NEVER assume resource names** — always discover via CLI/API in Phase 1 before referencing in Phase 2.
2. **NEVER fabricate metric names or dimensions** — verify against the service documentation or `--help` output.
3. **NEVER mix CLI commands between service versions** — confirm which version/API you are targeting.
4. **ALWAYS use the discovery → verify → analyze chain** — every resource referenced must have been discovered first.
5. **ALWAYS handle empty results gracefully** — an empty response is valid data, not an error to retry.

## Common Pitfalls
- **Credential scope**: Prowler scans the account/subscription tied to active credentials -- verify identity first
- **Region coverage**: Default may scan only one region -- use `--region` or `--all-regions` for full coverage
- **False positives**: Some checks have expected failures (e.g., root account MFA in org member accounts)
- **Scan duration**: Full AWS account scan can take 30-60 minutes -- use `--services` for targeted scans
- **Output directory**: Previous scan outputs accumulate -- clean up old output directories
- **Compliance mapping**: Not all checks map to all frameworks -- some compliance requirements need manual verification
- **Custom checks**: Custom checks require specific directory structure -- follow Prowler check template
- **Version differences**: Prowler v3 vs v4 have different CLI syntax and output formats
