Renders Synthetic API monitor payloads and Private Synthetic Agent values. The
operator reviews and applies private agent rollout assets.
The wrapper does not submit jobs or run the container/Kubernetes rollout;
`--apply` fails closed and the rendered packet is an operator handoff.
