# Submission / Commissioning Preflight (ecopol-submission)
## When to trigger
- You have a commissioning invitation and need a conference-ready draft checked
- You are pitching the Managing Editor to be commissioned and want the proposal tight
- The paper has been through the panel and you are preparing the camera-ready version
- A coauthor assumes there is an open submission portal and you need to correct the route
- Final format/style check before the file goes to the journal
## EP has no open portal — it is commissioned
The single most important preflight fact: since the 2025 relaunch as *Economic Policy: Papers on European and Global Issues*, EP is **online-only and commissioned** — "all articles are invited by the Managing Editor"; **EP does not accept unsolicited submissions** (verified 2026-06-22;以官网为准). The current **Managing Editor is Şebnem Kalemli-Özcan (Brown University)** (verified 2026-06-22 — re-confirm on the live editorial-board page before pitching). There is no Manuscript-Central-style portal where you upload a cold submission. The realistic "submission" paths are:
1. **Get commissioned.** Circulate a strong working draft, pitch the Managing Editor on a timely policy question, and be visible in the CEPR / CESifo / Sciences Po policy networks. The proposal must read as a Panel-worthy, timely policy question (see `ecopol-topic-selection`).
2. **Deliver a conference-ready draft.** Once invited, the paper is presented at a biannual conference and discussed by two invited discussants.
3. **Produce the camera-ready.** After the panel, the final version is published with the discussants' comments within ~6 months of presentation (检索于 2026-06;以官网为准).
Authors receive a **journal template and style guidance at the time of commissioning**; files are submitted in **editable format (Microsoft Word or LaTeX)** (检索于 2026-06;以官网为准). Exact word/abstract limits are **待核实** — not quantified in the public guidelines; confirm against the template you are given.

### Stage 1 — Commissioning pitch

- [ ] File in editable format (Word/LaTeX); affiliations as they should appear
### Stage 3 — Camera-ready (post-panel)
- [ ] All discussant points addressed (fixed or rebutted in text) — they publish alongside you
- [ ] Journal template applied; style guidance followed

- [ ] Data/code submitted for journal verification and publication alongside the article

## Anti-patterns
- Looking for an open submission portal and concluding the journal is closed — the route is commissioning (检索于 2026-06;以官网为准)
- Pitching a topic that is academically novel but not timely or policy-decision-relevant
- Submitting a PDF-only manuscript when editable Word/LaTeX is required
- Treating discussant comments as optional — they are published next to your paper
- Inventing word limits or fees instead of confirming against the commissioning template (待核实)
