# Qualify an invited pilot cohort

## Use case

Use when a team has more potential pilot participants than it can safely support. Produce a proposed cohort and exclusions for an authorized owner to decide. This is cohort selection, not an experiment assignment or enrollment.

## Required inputs

- The pilot task, current product capability, known limitations, and proposed success observation.
- An authorized candidate list with the minimum needed characteristics and permission to use them for selection.
- Stated eligibility rules, support capacity, risk exclusions, invitation authority, and any desired coverage across use cases.

## Procedure

1. Turn each stated hard eligibility and exclusion rule into a checkable field. Mark unknown values as unknown, not as a pass.
2. Separate candidates who can attempt the current supported task from candidates whose need depends on an unbuilt feature or an unavailable integration.
3. Estimate support load from supplied evidence and reserve within the stated capacity for onboarding, failures, and follow-up. If no capacity rule is supplied, report the gap instead of inventing a pilot size.
4. Compare eligible candidates against the stated learning goal. Show which task types or environments are represented and which are absent; do not fill a coverage gap with an ineligible candidate.
5. Record a proposed inclusion, hold, or exclusion for each candidate with the rule and evidence that produced it. Keep sales interest, willingness, and product fit as distinct observations.
6. Return the proposed cohort, unresolved facts, capacity check, coverage gaps, and a decision packet for the authorized owner.

## Completion check

Every included candidate satisfies each supplied hard rule, fits the current supported task, and fits within the stated support capacity. The output preserves why held and excluded candidates were not selected.

## Stop or hold

Hold selection if eligibility, product readiness, permitted data use, or capacity cannot be established. Do not invite anyone, create accounts, change entitlements, promise features, or treat a proposed list as enrolled users.
