# Balance project duty coverage

## When to use

Use for one project phase and versioned assignment plan. This method tests named responsibilities; it does not assign people or judge employee performance.

## Inputs

- Work packages and required duties, decision and review roles, qualifications, dates and approved separation-of-duty rules.
- Proposed assignees, availability by interval, other commitments and any authorized backup plan.
- Supplied escalation path for unowned or conflicting duties.

## Procedure

1. List each required duty with its deliverable, decision authority, reviewer and active interval. Separate a contributor from the person who accepts the result.
2. Map proposed people or teams to duties only where qualifications and authority are evidenced. A name on a schedule does not establish agreement or availability.
3. Detect uncovered intervals, overcommitted assignees, absent backups and forbidden creator-approver combinations under the supplied rule.
4. Propose reassignment options with the exact conflict they resolve and the new capacity they consume. Preserve unresolved tradeoffs rather than forcing a complete matrix.
5. Prepare a decision request for an authorized project owner with missing confirmations and affected deliverables.

## Completion check

Return a duty-by-interval coverage table, evidence for each assignment, conflicts, open decisions and affected work. A fully covered claim requires an eligible owner and required independent reviewer for every mandatory duty and interval.

## Known-wrong case and stop

The same person is listed as both preparer and required independent approver. Filling both cells with a name does not satisfy a separation rule. Hold coverage when assignments, qualifications or role policy are unconfirmed. Do not reassign or notify personnel without authority.
