This skill should be used when the user asks for a "sit-rep", "situation report", "comprehensive overview of the project", "paint a picture of where we've been and where we're going", "show me orders of magnitude", or any narrative synthesis of project state covering velocity, milestones, pivots, learnings, and risks. Defaults to the current git repository; accepts an optional topic filter (e.g. "search", "billing") to scope output to a single sub-arc.
