Provides a `check_quota` MCP tool plus a vigilance policy. ALWAYS INVOKE this skill and call check_quota at the START of every task to take a baseline reading — no exceptions, regardless of task size. Once invoked, follow the per-plan thresholds inside to decide when to enter alert mode, when to wrap up gracefully, and when to ScheduleWakeup-sleep across a quota reset rather than risk a mid-task interruption. Re-check periodically during the task; calibrate frequency by burn rate.
