## Executive Summary

The 25-article threshold signal: sites with 25+ articles in a cluster receive significantly stronger topical authority signals than sites with 10 or fewer (SEMrush 2024). AI Overviews (AIO) cite topically authoritative sources 2–3× more than shallow coverage sites. This phase maps the client's topical universe, identifies coverage gaps vs. top competitors, and produces a prioritized content roadmap.
