Squared error norm used directly as QUBO energy — cryptographic noise is minimized rather than penalized. CR-BNP projection drives adaptive mixed-radix encoder reducing qubit count and coefficient range. Validated on 40-dimensional LWE Challenge instances on CPQC-550.
