### Prohibited Behaviors
- Skipping Phase 3 because the answer seems obvious
- Going from Phase 2 directly to Phase 4 report

### Phase 3: Adversarial Debate (Cannot Be Skipped)
Invoke `/codex-brainstorm` via Skill tool (`Skill` is pre-approved in this skill's `allowed-tools` to avoid a permission prompt; per Claude Code, omitting it would not remove availability but could trigger a normal permission check). See [debate-guide.md](references/debate-guide.md) for debate topic template, constraints, and completion criteria.
> **Phase 3 must use `/codex-brainstorm` (Skill tool). Raw `mcp__codex__codex` calls for debate are invalid.** This is a **normative routing rule backed by a least-pre-approval posture** — not a capability boundary. `mcp__codex__codex` / `mcp__codex__codex-reply` are **not** in this skill's `allowed-tools`, which *removes pre-approval* and narrows the declared surface; consistent with line 140 above and with `skills/orchestrate/SKILL.md`, an omitted tool remains reachable through the normal permission flow. What the removal buys is that the forbidden call is no longer silently pre-authorized, so taking it requires stepping outside this skill's declared surface. A sub-skill invoked through the Skill tool carries its own `allowed-tools` — `/codex-brainstorm` declares both MCP tools itself and does its own orchestration — so pre-approving them here was never needed for that inheritance either way.
