`SPOT-CHECK` is **not** a degraded `FULL-REVIEW`. It runs the checks the
user nominated, not a reduced version of all checks.
## Procedure
### 1 — Preflight and scope
Run the permitted-source preflight. Confirm owner. Record PMDA-specific PI conventions from I4.
**Entry:** draft JP PI sections and source data. **Exit:** scope, PMDA conventions noted.
### 2 — Extract Section 16 PK parameters
Pull every PK parameter statement from Section 16 with its locator. Record the study source cited for each.
**Exit:** Section 16 PK parameter inventory.
### 3 — Trace Section 16 to source data
For each PK parameter, locate the corresponding value in the study report (I2). Classify as `traced`, `traced-with-mismatch`, or `untraced`. Pay particular attention to Japanese bridging study data and Japanese-subject-specific PK.
**Exit:** Section 16 traceability matrix.
### 4 — Check Section 10 interaction content
For each interaction in Section 10, verify the mechanism classification (CYP, transporter, etc.), the magnitude statement, and the management recommendation against the DDI package (I3). An interaction with no supporting evidence is `unsupported-interaction`.
**Exit:** Section 10 interaction verification table.
### 5 — Check Section 9 ↔ Section 16 consistency
Verify that population precautions in Section 9 are consistent with the PK evidence in Section 16. A precaution statement with no PK basis is `unsupported-precaution`.
**Exit:** Section 9–16 cross-reference table.
### 6 — Classify and emit
Assign findings their class and severity. Emit outputs.
**Exit:** finding register delivered.

## Severity

## When evidence is missing or conflicting
Use the exact tokens from `references/output-states.md`:
- `NEEDS_INPUT` — the check is possible but an input is absent. Name what would resolve it.
- `UNKNOWN` — the documents genuinely do not determine an answer.
- `CANNOT_ASSESS` — the check cannot run here: extraction failed, format unsupported, or out of scope.
**Never substitute a plausible value**, and never supply a number the sources
do not state. Never convert a marker into a conclusion.
When sources conflict, record **both statements with both locators** and mark
it a contradiction. Never silently harmonise, never pick the more plausible one.

supplied material contains patient-level or subject-identifiable data,
employer-confidential or sponsor-proprietary content the user is not authorised
