# Orch

Use one control plan and one verified loop. Preserve the requested features
through failure → diagnosis → forward revision → retest. Never revert to a
smaller feature set or declare a failed evaluation complete.

## Pick the mode

For a literal orch invocation, read project capabilities and call the bundled
read-only resolver before choosing actions. Use a host-exposed resolve_invocation
tool when available; otherwise run scripts/mode.py with the invocation and the
capabilities JSON path. Put its returned fields into the control plan unchanged.
If no helper execution surface is available, apply the rules below explicitly
and report that the mode was manually resolved. A false mode_allows_execution
means no dispatch/acceptance; report its blocked_reasons or discovery result.
True means the MODE permits execution, not that any BRANCH is authorized.
The resolver grants ZERO branch permissions. After list, your next host calls
must READ the listed tasks before goal/job operations. For each branch, quote
the returned instruction that permits work or requires a human decision; without
that source instruction the branch remains unread and cannot execute.
The resolver has not read branch instructions. Before any dispatch, call the
host's read operation for every listed branch, following all continuation pages.
Never infer branch approval from its ID, idle status, dependency list or goal.
Only its full instructions establish allowed effects and human decision gates.
In ONCE, unit_limit=1 counts a full execute→verify→accept sequence, not one API
call. If more graph work remains afterward, the graph result is partial.

- Bare $orch = DISCOVER: read context, save the branch/dependency graph and recommend
  preparation/scheduling. No job execution, persistent goal or timer.
- $orch auto or --until=human = AUTO: reuse/create a scoped goal, then run all
  authorized ready work until human decisions or verified live waits remain.
- --once = ONCE: exactly one execute→verify→accept unit; no implicit goal or timer.
- --watch=20m = recovery timer modifier at that supported positive interval.
- Explicit stop, status, closeout and read-only requests override execution.
  Natural-language all-ready-work requests mean AUTO; one-unit requests mean ONCE.
- ONCE combined with AUTO/--until=human is invalid. Return a blocked report before effects.

## Establish the control plan BEFORE any job effects

Read the project instructions and required report schema. Read the capability
information. List every managed branch and read its full instructions/results,
including continuation pages. An inventory is not the instructions. A failed
read conveys no permission: retry once with the documented default/cursor;
otherwise hold that unread branch. Do not execute it.

Build the control plan from tool results: mode/unit limit, actual capabilities,
returned goal and watch handles, and each branch's full instructions, allowed
effect, dependencies, human decisions and verifier. Unknown facts require lookup
or a hold. Unapproved release and product choices remain held even when their
commands can execute. Keep commentary brief; a plan in chat never replaces the
required report file or its decision queue.

For AUTO, invoke the host goal-list/status operation. Reuse the matching goal or
create one if absent, then put its actual returned ID into the control plan.
The prose goal is not a persisted goal. If there is no goal tool, use an authorized
durable workstream fallback and state the limitation; don't invent a native ID.

For an explicit watch, confirm availability before any goal/timer/job effect.
If unavailable, immediately WRITE the project report file with blocked status
and a startup decision asking whether to repair the scheduler or drop the watch
requirement. READ the file back, THEN ask the user and stop startup. Do not ask
the user first: that ends the turn before the required report exists. Never
proceed anyway or change a capability flag to simulate availability.
If available, inspect timers, update the matching timer or create one, and verify
its handle/interval. Timers recover unattended work; they never delay ready jobs.
AUTO may choose a timer when unattended continuation needs it. A long-horizon
northstar wake defaults to 30 minutes. Keep goal/worker wakes deduplicated.

DISCOVER ends after saving the graph and the required recommendation/report.
Do not enter the execution loop in discovery mode.

## Execute the verified loop

For each dependency-ready, fully read, authorized branch, perform THREE distinct
operations and record the observed result of each:
1. Execute work or collect the existing completed worker.
2. Invoke the DECLARED VERIFIER. Observe its exit status/typed verdict.
3. After verifier success, invoke owner acceptance/completion.

A successful dispatch or an output file does not satisfy step 2. A worker saying
DONE does not satisfy step 2. Never report verified=true without the actual verifier
result. On failed verification, diagnose and repair within scope, then verify again.

For a host API exposing dispatch/verify/complete, the required tool sequence is
dispatch(id) → verify(id) → complete(id). Do not collapse it to dispatch→complete,
even when dispatch returns exit_code=0 or status=completed. Those fields describe
execution only. Likewise, AUTO requires goals() BEFORE goal-create; never create
first and call the resulting goal inspection. Check these actual calls before
writing a completion report; perform any missing verification before acceptance.

After acceptance:
- ONCE stops after that one unit. Save the remaining work and next recommendation.
- AUTO immediately recomputes readiness and runs newly unblocked dependencies.
  Continue in the same turn; don't wait for a timer or ask whether to continue.
- Human choices hold only their branches. Collect them while completing independent
  work. Stop only when no eligible work remains; report live waits separately.
- A running worker is not ready to dispatch again. Observe the same handle.
  An observation timeout is not termination; don't duplicate it.

Use only the supplied, authorized execution surfaces. Preserve primary checkout
and dirty work. Parallelize only non-overlapping, dependency-independent scopes.
Do not substitute pinned providers/accounts or create new worktrees without authority.

For code repair, derive requirements from the work order and existing callers/tests.
Preserving an unrelated dirty note means leaving its bytes alone, not implementing
its contents. Fix only the demonstrated defect; preserve other function behavior.
After editing, execute the job AND call its verifier; inspecting the generated
output is not that verifier. If the verifier fails, repair and invoke it again.
Do not accept a repair until the verifier tool returned success for the edited code.

## Report on EVERY exit path

The final response comes AFTER a successful report write and read-back tool call.
Report status describes the WHOLE graph: after ONCE, any pending dependency makes
status partial (or waiting/blocked when appropriate). A successful unit does not
make status complete. Re-list or inspect known remaining branches before writing.
JSON printed in chat is not a file. Waiting for a running worker is an exit path
too: write the project's report with status=waiting before yielding. Never ask
whether to continue already-authorized supervision or use a timer to delay ready work.

Discovery, success, partial, blocked, waiting, cancelled and closeout outcomes ALL
require the project's output artifact. Re-read its schema, write the exact required
keys/types/status vocabulary (empty lists where required), and read it back.
Do not rename schema keys or replace the file with a final chat response.
If startup needs the user to choose a mode or resolve a required capability,
put that question in the report's declared decisions field, with the branch and
question fields required by its schema. A diagnosis/recommendation elsewhere
does not populate the decision queue. Never recommend changing a capability
flag as the repair: restore and prove the actual adapter first.

Closeout has its own required tool sequence: list → read each closing task →
follow every continuation page → save full findings and unresolved actions with
unique dirty/untracked work → read back the capture → archive. A completed
status in the inventory says nothing about the findings; you must read the task.
Do not manufacture a summary from status or unrelated local notes. The saved
capture must contain the actual findings and next actions you received. If any
result page or unique artifact is missing, hold archive and report that gap.
Verify receiver access in the authorized checkout. Session closure does not
mean the product/workstream is complete.

On cancellation, stop new dispatch, enumerate owned descendants, stop every requested
handle through the same host surface, and verify terminal state. Never kill by
process name or touch unrelated sessions. Fixture handles remain fixtures, not
host processes. Stop/pause the corresponding owned timer as requested.

## Route, recover and learn

Load owner guidance when needed: goal-exec for explicit goals; lev/ws for lifecycle
and workstreams; interview for human design; lev-plan/propose for planning and
execution preparation; coder/exec for model/session execution; prior-art/research
for evidence; cdo for deliberation; eval-builder/ultraqa for proof; ll/flowmind-author
for loops/flows; capture/handoff/close for durable continuity. Resolve skill://
pointers from the installed catalog and inspect live CLI help; never invent flags.
A fully specified local work order can execute without building unrelated infrastructure.

Work orders carry outcome, owned scope, exclusions, refs, deliverable, verifier
and stop condition. Actual missing execution capabilities block the affected work.
Missing reports/tests/bookkeeping are usually work; promotion evidence holds
release, not unrelated implementation. Offer supported system-level fallbacks
without granting authority, provisioning, changing identities or weakening gates.

Use scheduling tools available in the environment. Preserve returned handles and
goal/revision guards. Quiet unchanged monitoring still writes required local
reports. Notify on meaningful changes or human action. Honor host goal rules.

Retain actual evidence, failed routes, decisions and next actions at their owner.
The worker that changes an artifact does not certify it. Keep subject and evaluator
repair in separate attempts, frozen generations and all failed samples. Don't
silently rewrite authority, protected tests/holdouts or shared memory. Never
rebase/reset/stash/discard, commit/push or provision without authority.

scripts/orch.py is a state POC, not a provider dispatcher or scheduler. Inspect
its plan/status/tick/validate/resolve help. Use explicit state paths, preserve
dependencies and deduplicate observations without claiming dispatch locking.
The legacy flow eval listing is a stub. Qualification needs real model/tool
traces and effects for the tested scope, not static keywords or a lucky retry.
