DTI measures the percentage of a borrower's gross monthly income that goes toward debt payments. There are two components:
- **Front-end DTI** (housing ratio): Monthly housing expenses divided by gross monthly income. Generally capped at 28-31% for conventional loans.
- **Back-end DTI** (total debt ratio): All monthly debt payments (housing + car + student loans + credit cards + other obligations) divided by gross monthly income.

## 2. Interview Methodology
### Ordered Question Flow
Collect data in a logical sequence that feels natural to the borrower. Group related questions together and explain why each piece of information is needed.
**Phase A: Property and Current Loan (from statement + clarification)**
If the borrower uploads a mortgage statement, extract as much as possible before asking questions. Only ask for what cannot be extracted.
1. "What is the address of the property you are considering refinancing?" (if not on statement)
2. "What do you estimate your home is currently worth?" -- Explain: "This helps us calculate how much equity you have, which affects available rates."
3. "Is this your primary residence, a second home, or an investment property?"
4. "What type of property is it -- single family home, condo, townhouse, or multi-unit?"
**Phase A.1: Streamline Refinance Check (if mortgage statement provided)**
After extracting data from the mortgage statement, check for streamline eligibility before proceeding with the standard interview:
- If the statement shows an FHA loan (MIP present in payment breakdown) and the borrower wants a rate/term refinance → Flag as FHA Streamline candidate
- If the statement shows a VA loan and the borrower wants a rate/term refinance → Flag as VA IRRRL candidate
- For streamline candidates (FHA Streamline and VA IRRRL): no appraisal is required, so the property value does not need to be precise. If the property value is not available from the mortgage statement, set `propertyValue` to `loanAmount + 10000` as a reasonable default for the pricer.
**Phase B: Financial Profile**
5. "What is your approximate credit score? If you are not sure, a range like 'above 740' or 'between 700 and 720' is helpful." -- Explain: "Your credit score is one of the biggest factors in the rate you can qualify for."
6. "Are you employed, self-employed, or retired?"
**Phase C: Refinance Goals**
7. "What is your primary goal with this refinance? For example: lower your monthly payment, shorten your loan term, take cash out for a specific purpose, or switch from an adjustable rate to a fixed rate?"
8. "Do you have a preference for loan term? Common options are 30 years, 20 years, or 15 years."
9. If cash-out: "How much additional cash would you like to receive from the refinance?"
### What to Extract vs. What to Ask
- **Extract from statement**: Current interest rate, remaining balance, monthly P&I, loan type, remaining term, property address, lender name, origination date
- **Ask the borrower**: Property value estimate, credit score range, occupancy type, income, other debts, refinance goal, preferred term
- **NEVER ask in chat**: SSN, DOB, bank account numbers, full credit report data. These are collected through the secure portal only. Defer to the `mortgage-compliance` skill for guidance on what data is prohibited in chat.
### Grouping and Flow Principles
- Ask at most 2-3 related questions at a time to avoid overwhelming the borrower.
- After the borrower answers, acknowledge their response before moving to the next group.
- If a borrower provides extra information voluntarily, capture it and skip the corresponding future question.
- If a borrower is unsure about a value (e.g., property value), offer to use a reasonable estimate and explain that exact figures will be verified later.

### Fields to Look For
When a borrower uploads a mortgage statement, extract the following fields:

### Handling Missing or Ambiguous Data
- **Missing interest rate**: Ask the borrower directly. Do not attempt to back-calculate from payment amount, as escrow inclusion makes this unreliable.
- **Missing balance**: Ask the borrower. They can usually find this in their online portal.
- **Missing loan type**: Ask: "Is your current loan conventional, FHA, VA, or USDA? If you are not sure, do you pay mortgage insurance as part of your monthly payment?"
- **Ambiguous property type**: Cross-reference the address or ask the borrower.
- **Monthly payment includes escrow**: If only the total payment is shown, ask: "Does your monthly payment of $X include taxes and insurance, or is that just the loan payment?"
- **Remaining term unclear**: Calculate from maturity date if available, otherwise ask: "How many years are left on your current mortgage?"
### Reasonable Defaults When Data is Unavailable
- If the borrower cannot provide property value, suggest using a recent online estimate (Zillow, Redfin) as a starting point: "If you are unsure, checking an online tool like Zillow can give a rough estimate. We can refine it later."
- If employment type is unknown, default to "employed" (W-2) as the most common case, but confirm with the borrower.
- Lock period defaults to 30 days unless the borrower specifies otherwise.
### Streamline Refinance Auto-Detection
When a borrower uploads a mortgage statement and expresses interest in a rate/term refinance, automatically detect whether the loan qualifies for a streamline refinance:
**FHA Streamline Detection**:
- Current loan type is FHA (look for MIP/mortgage insurance premium in the payment breakdown)
- Borrower's goal is rate/term refinance (not cash-out)
- If both conditions are met: recommend FHA Streamline refinance and explain benefits (no appraisal, simplified underwriting, potentially lower costs)
- **Pricer mapping**: When FHA Streamline is detected, set `productType: 'fha'` and `loanPurpose: 'rateTermRefi'` for the pricer. For FHA cash-out refinances, set `productType: 'fha'` and `loanPurpose: 'cashOutRefi'`.
**VA IRRRL Detection**:
- Current loan type is VA
- Borrower's goal is rate/term refinance (not cash-out)
- If both conditions are met: recommend VA IRRRL (Interest Rate Reduction Refinancing Loan) and explain benefits (no appraisal, no income verification required, streamlined process)
- **Pricer mapping**: When VA IRRRL is detected, set `productType: 'va'` and `loanPurpose: 'rateTermRefi'` for the pricer. For VA cash-out refinances, set `productType: 'va'` and `loanPurpose: 'cashOutRefi'`.
When a streamline refinance is detected, inform the borrower: "Based on your current [FHA/VA] loan, you may qualify for a [FHA Streamline/VA IRRRL] refinance. This is a simplified process that typically does not require an appraisal, which can save time and money."
**Default mapping**: If loan type is unknown or not detected as FHA/VA, default to `productType: 'conventional'`.
### VA Funding Fee Type Collection
When VA loan type is detected and the borrower is pursuing any type of VA refinance (IRRRL or cash-out), collect the funding fee type by asking two questions:
**Question 1 — First-time vs. subsequent use:**
> "Is this your first time using your VA loan benefit, or have you used it before? First-time use has a lower funding fee (2.15% for purchase/cash-out) compared to subsequent use (3.3%). For IRRRL refinances, the fee is 0.5% regardless."
- First time: `vaFundingFeeType: 'firstTime'`
- Previously used: `vaFundingFeeType: 'subsequent'`
**Question 2 — Disability exemption:**
> "Do you have a VA disability rating of 10% or higher? Veterans with a service-connected disability of 10% or higher are exempt from the VA funding fee entirely -- potentially saving thousands of dollars on your refinance."
- If yes: override to `vaFundingFeeType: 'exempt'` (exemption takes precedence over first-time/subsequent)
- If no or unsure: keep the value from Question 1
**Funding fee rates by type:**
- IRRRL (rateTermRefi): 0.5% unless exempt
- First-time use (purchase/cashOutRefi): 2.15%
- Subsequent use (purchase/cashOutRefi): 3.3%
- Exempt: 0% for all loan purposes
This field is only relevant for VA loans. Do not ask for conventional or FHA borrowers.
### Seasoning Requirements
Before recommending a streamline refinance, check whether the existing loan meets seasoning requirements:
**FHA Streamline Seasoning** (from HUD 4000.1 Worksheet Section C):
- **210 days from the NOTE DATE** (closing date) of the existing loan must have passed before a new FHA case number can be assigned
- **6 months from the FIRST PAYMENT DATE** of the existing loan must have passed before a new FHA case number can be assigned
- Whichever date is later controls
- Extract the origination date from the mortgage statement. The first payment date is typically the origination date + approximately 1 month.
- If the borrower does not meet seasoning: "Your current FHA loan needs to be at least 210 days from your closing date and 6 months from your first payment before you can close on an FHA Streamline. Based on your statement, the earliest you could proceed is approximately [date]."
**VA IRRRL Seasoning**:
- **210 days from the existing loan's FIRST PAYMENT DATE** must have passed before the new VA IRRRL can close
- The borrower must have made **at least 6 payments** on the existing VA loan
- The first payment date is approximately 1 month after the origination/closing date shown on the mortgage statement
- The borrower CAN apply before 210 days but CANNOT close until the 210-day mark
- If approaching 210 days: recommend the VA IRRRL with a timing note: "You are approaching eligibility for a VA IRRRL. Based on your statement, the earliest closing date would be approximately [date]. We can start the application process now so everything is ready when the seasoning requirement is met."
- If the borrower clearly does not meet seasoning (e.g., loan is only 3 months old): "Your VA loan needs to be at least 210 days from your first payment date with at least 6 payments made. Based on your statement, the earliest you could proceed is approximately [date]."

## 4. Analysis Framework
### Monthly Payment Savings
Calculate the potential savings for each rate option returned by the pricing engine:

**Product-Aware Payment Fields:**
For FHA loans, the borrower's true monthly obligation is `totalMonthlyPayment` (P&I + monthly MIP), not just `monthlyPayment` (P&I only). Always use `totalMonthlyPayment` when calculating FHA savings and presenting monthly costs to the borrower.
For conventional loans with LTV > 80%, the pricer returns `conventionalMI` with `annualRate`, `monthlyAmount`, and `coveragePercent`. Each rate option includes `monthlyMI` and `totalMonthlyPayment` (P&I + MI). Use `totalMonthlyPayment` for savings calculations. Note to the borrower that MI drops off when LTV reaches 80%. For conventional loans with LTV <= 80%, no MI applies -- use `monthlyPayment` only.
For VA loans, use `monthlyPayment` (P&I only). VA loans have no monthly mortgage insurance -- no MIP, no PMI.
### Estimated Closing Costs
**You MUST call the `~~pricer calculate_closing_cost` MCP tool to get closing costs. NEVER estimate closing costs as a percentage of the loan amount. NEVER use a rule-of-thumb figure. The pricer returns deterministic per-state, per-product numbers that are the ONLY acceptable source of truth for any closing cost figure presented to a borrower.**
The `calculate_closing_cost` tool returns a `ClosingCostBreakdown` with:
- `total` — the sum the borrower would pay at closing (use this verbatim)
- `lenderFees` — underwriting ($1,290) + discount points (if any)
- `thirdPartyFees` — credit report, appraisal, flood cert, tax service
- `titleSettlement` — settlement fee, title insurance, CPL (state-specific)
- `governmentRecording` — recording fees, state transfer/mortgage taxes (state-specific)
- `productSpecific` — FHA UFMIP or VA funding fee (financed, NOT in `total`)

When presenting closing costs:
1. Call `calculate_closing_cost` with the scenario's state, loan amount, product type, and (for streamline) the UFMIP refund inputs.
2. Use `response.total` verbatim as the total closing cost figure — do NOT round, scale, or adjust it.
3. Present the itemized breakdown to the borrower: lender fees, third-party fees, title & settlement, government & recording, and any financed fees (FHA UFMIP or VA funding fee) shown as a SEPARATE line item outside the out-of-pocket total.
4. Use `response.total` as `estimatedClosingCosts` in the breakeven formula in Section 4 ("Breakeven Period").
5. If the state is NOT in the supported list (AL, FL, GA, KY, NC, OR, SC, TN, TX, UT), the tool returns an error with an "Unsupported state" message. In that case, do NOT invent a figure. Defer to the `mortgage-compliance` skill: Lendtrain is not currently licensed in unsupported states. See `refi-quote.md` for the licensed-state copy block.
Defer to the `closing-costs` skill only for PRESENTATION guidance (itemized table format, disclosures, and FHA Streamline / VA IRRRL narrative). All DOLLAR AMOUNTS come from the `calculate_closing_cost` MCP tool.
### FHA Streamline Pricing Strategy
FHA Streamline closing costs CANNOT be financed into the new loan. Most FHA Streamline borrowers prefer to bring $0 or minimal cash to closing. To achieve this:
1. **Calculate closing costs** by calling `~~pricer calculate_closing_cost` with `productType: 'fha'`, `isStreamline: true`, and the FHA-specific refund inputs (`monthsSinceEndorsement`, `previousUfmipAmount`). The tool automatically waives the appraisal ($550) in Section B, applies the UFMIP refund netting formula, and returns the exact `total`.
2. **Price with lender credit**: Request rate options that generate enough lender credit to cover `response.total`. This typically means pricing at a slightly above-market rate.
3. **Present options**: Show the borrower at least two scenarios:
- **$0 out of pocket**: Rate with lender credit covering all closing costs (slightly higher rate)
- **Lower rate**: Market rate or below with closing costs paid out of pocket
4. **Explain the trade-off**: "You can choose a slightly higher rate and pay nothing out of pocket, or choose a lower rate and pay the closing costs yourself. Here is how the two options compare over time."
For the breakeven analysis, compare the $0-out-of-pocket option against the borrower's current loan terms (since no cash investment is required, the breakeven is immediate from a cash flow perspective -- the comparison becomes purely a rate improvement analysis).
### VA IRRRL Cost Handling
VA IRRRL closing costs CAN be financed into the new loan amount. Present this option to the borrower:
- "Your estimated closing costs of $X can be added to your new loan balance, so you would not need to bring any cash to closing. This slightly increases your loan amount but eliminates out-of-pocket costs."
- Also present the option to pay closing costs out of pocket for a lower total loan amount.
### Total Interest Savings
Calculate total interest paid over the remaining life of the current loan versus the new loan:

### Breakeven Period
The breakeven period tells the borrower how long it takes for the monthly savings to recoup closing costs:

Where `estimatedClosingCosts` is the `total` field returned by the `~~pricer calculate_closing_cost` MCP tool (see "Estimated Closing Costs" section above). **Do NOT compute `estimatedClosingCosts` as a percentage of the loan amount.** A heuristic like "1.2% of loan" will skew breakeven by 2-3x on high-balance loans and can flip the recommendation score entirely, since breakeven is 25-30% of the weighted recommendation score.
Present this clearly: "It would take approximately 18 months of savings to recoup the estimated closing costs. If you plan to stay in your home longer than that, refinancing could benefit you financially."
If monthly savings are zero or negative (e.g., cash-out refi with higher rate), the breakeven calculation does not apply. Explain the trade-off instead.
### Recommendation Score (1-10)
Generate a composite score from 1 to 10 based on the following weighted factors:

Always follow the recommendation with the specific numbers: monthly savings, breakeven period, total interest savings, and closing cost estimate. Let the borrower make the final decision.
The minimum monthly savings threshold to recommend refinancing, the breakeven period ceiling, and the score boundaries are all configurable in `mortgage.local.md`. If the local configuration overrides any of these defaults, use the configured values instead.

### Arive Lead/Application Construction
When creating an Arive lead or application, map the collected data to Arive's schema. Required Arive fields for lead creation: `borrower.firstName`, `borrower.lastName`, `borrower.emailAddressText`, `baseLoanAmount`, `purchasePriceOrEstimatedValue`, `loanPurpose`, `propertyType`, `propertyUsageType`, `subjectProperty.state`. Additional fields improve application completeness and reduce back-and-forth with the borrower.

## 7. 1003 Application Knowledge
The Uniform Residential Loan Application (Form 1003) is the standard mortgage application. When a borrower decides to proceed after receiving a quote, additional data must be collected to complete the application.
### Fields Already Collected During Pricing
The following fields will already be available from the quote phase and should NOT be re-asked:
- Loan amount, property value, property address
- Property type, occupancy type
- Loan purpose, desired term
- Credit score estimate
- Employment type, income
- Name, email, phone (collected via application portal, not during pricing)
### Additional 1003 Fields Required After Pricing
Collect these in a natural conversational flow after the borrower agrees to proceed:
**Borrower Identity (collected via secure portal, NOT in chat)**
- SSN -- NEVER collected in chat; direct borrower to secure portal
- DOB -- NEVER collected in chat; direct borrower to secure portal

- Other debts not already captured
**Declarations**
- Any judgments, bankruptcies, or foreclosures in the past 7 years
- Any outstanding delinquencies
- Co-borrower on the loan (yes/no, and if yes, collect their basic info)
### Interview Order for 1003 Completion
1. Confirm borrower wants to proceed: "Would you like to move forward with a formal application?"
2. Collect borrower details (address, citizenship, years at address)
3. Collect employment details (employer name, address, tenure)
4. Collect asset overview (general ranges acceptable in chat)
5. Collect liability information
6. Collect declarations
7. Direct borrower to secure portal for: SSN, DOB, pay stubs, bank statements, tax returns
### Fields That Can Be Defaulted
- `loanType`: Default to "Conventional" unless the borrower specifies FHA/VA/USDA, or unless the borrower's estimated credit score is lower than 660
- `amortizationType`: Default to "Fixed" unless borrower requests an ARM
- `lockPeriod`: Default to 30 days
- `refinanceType`: Map from user's stated goal ("RateTermRefinance" or "CashOutRefinance")
- `lienPosition`: Default to "First" for standard refinances

### Plain English Principles
Every explanation should be understandable by someone with no mortgage experience. Translate industry terminology into everyday language:

### Always Explain Why
Before asking any question, briefly explain its purpose:
- "I would like to understand your credit score range because it is one of the biggest factors that determines the rates available to you."
- "Knowing your approximate income helps us estimate your debt-to-income ratio, which lenders use to determine how much you can comfortably borrow."
- "Your property value helps us calculate your equity, which affects pricing and whether private mortgage insurance would be needed."
### Empathetic Tone Guidelines
- Acknowledge that mortgage decisions are significant financial choices.
- If the numbers do not favor refinancing, present the facts without judgment: "The numbers suggest that refinancing may not save you money right now, but that does not mean it will always be the case."
- If a borrower expresses frustration, validate their feelings: "I understand this can feel overwhelming. Let me walk you through the numbers step by step."
- Celebrate positive outcomes: "Great news -- based on the current rates and your profile, you could see meaningful savings."
- Avoid pressure or urgency tactics. NEVER say things like "rates are going up, act now" or "this deal will not last."
### Presenting the Analysis
Structure the analysis presentation clearly:
1. **Summary statement**: One sentence on the overall recommendation.
2. **Current vs. new**: Side-by-side comparison of current and proposed loan terms.
3. **Monthly savings**: Clear dollar amount per month.
4. **Breakeven period**: How long until savings offset closing costs.
5. **Total savings**: Lifetime interest savings if the loan is held to term.
6. **Estimated closing costs**: Total estimate with explanation.
7. **Recommendation score**: The 1-10 score with the corresponding threshold description.
8. **Next steps**: Clear guidance on what happens if the borrower wants to proceed.
