## When to use
- Build scoring/weighting systems
- Define criteria, weights, and scales
- Rank and prioritize objectively
Out of scope: Risk matrices (matriz-de-risco) and data-driven decisions (tomada-de-decisoes-baseada-em-dados).
## Core principles
1. Criteria must be relevant, independent, and measurable.
2. Weights reflect real priorities — justify them.
3. Normalize scales so criteria are comparable.
4. Test sensitivity to weight changes.
## Workflow / Process
1. **Clarify** — confirm the goal, constraints, and current state before acting.
2. **Assess** — inspect what exists; find the real problem, not the symptom.
3. **Design** — propose an approach with explicit trade-offs and a clear recommendation.
4. **Execute** — implement in small, verifiable steps using Quantitative Scoring System conventions.
5. **Verify** — validate against scores are reproducible and rankings are robust to reasonable weight changes.
## Best practices
- Define clear criteria and measurable scales.
