- Govern metrics, prioritize the BI roadmap

Out of scope: Building dashboards (business-intelligence) and broad data culture (data-driven-organization).
## Core principles
1. Govern metrics centrally; certify trusted reports.
2. Prioritize by decision impact, not request volume.
3. Adoption is the real deliverable, not report count.
4. Balance self-service freedom with consistency.
## Workflow / Process
1. **Clarify** — confirm the goal, constraints, and current state before acting.
2. **Assess** — inspect what exists; find the real problem, not the symptom.
3. **Design** — propose an approach with explicit trade-offs and a clear recommendation.
4. **Execute** — implement in small, verifiable steps using Business Intelligence Management conventions.
5. **Verify** — validate against adoption rates, certified-metric coverage, and decision-impact reviews.
## Best practices
- Run a BI Center of Excellence with standards.
- Certify and version key metrics/datasets.
- Maintain a prioritized, value-ranked backlog.
- Track usage and retire stale reports.
## Anti-patterns
- Report factory with no governance or adoption.
- Building everything requested, prioritizing by loudest voice.
